The UCLA Ziman Center for Real Estate, the USC Lusk Center for Real Estate, and the Urban Land Institute Los Angeles have collaborated to produce a comprehensive plan to guide rebuilding efforts in Los Angeles following January’s wildfires. The Project Recovery report includes insights from approximately 100 experts in land use, urban planning, and economic development, many of whom are affiliated with UCLA.
This detailed report addresses various topics such as debris removal, labor and supply chain challenges, expedited rebuilding processes, property insurance issues, mortgage forbearance options, infrastructure restoration funding, and the establishment of community rebuilding authorities to coordinate recovery efforts.
The recommendations aim to assist local, state, and federal agencies in accelerating recovery for thousands affected in areas like Pacific Palisades and Altadena. Additionally, it seeks to enhance community resilience against future wildfires and natural disasters. The report is currently being reviewed by public officials at both local and state levels.
Stuart Gabriel, director of the Ziman Center and leader of the Project Recover advisory committee stated: “One of the most crucial aspects of this work is its intended ongoing relevance to the way we build durable communities.” He added that climate-related disasters will continue to impact communities: “With this framework, Los Angeles can set a new standard for how cities can respond to these events in the future.”
The report emphasizes an integrated approach to hazard mitigation supporting long-term climate adaptation. It outlines strategies such as wildfire-resilient vegetation incorporation and land-use management practices suited to local environments. Recovery planning also prioritizes community engagement and acknowledges emotional stress caused by disasters.
