Report examines implementation of Proposition 28 across L.A. County schools

Lindsey T. Kunisaki, a specialist at UCLA's School of the Arts and Architecture, has authored a report for Arts for LA examining the implementation of Proposition 28 in Los Angeles County school districts. Proposition 28, passed in November 2022, represents the largest investment in arts education in U.S. history, redirecting state tax revenues to increase funding for arts and music education in California's K-12 public schools.

The report titled "Arts and Music in Schools: Exploring Prop 28 Implementation and Public Perception in Los Angeles County," analyzes how different districts are implementing Proposition 28 and how it is perceived by the public. It highlights both successes and challenges since the measure's passage, which generated over $1 billion for ongoing arts education funding.

According to Kunisaki, some districts have quickly utilized their existing strengths to hire full-time teachers, while others are still planning how to expand their arts programs. The report identifies challenges such as shortages of qualified educators, insufficient classroom space, and limited time in school schedules for additional arts programming.

"One of the central insights of the report is the link between confidence in Proposition 28’s success and perceived public involvement," Kunisaki noted. She observed that community engagement plays a crucial role in reducing skepticism about the initiative.

To address teacher shortages, Kunisaki suggests subsidizing teacher credential programs to ensure a steady supply of qualified educators. Ricky Abilez from Arts for LA emphasized the potential of Proposition 28 to serve as a model nationwide but stressed the need to facilitate credentialing processes for teaching artists.

UCLA aims to contribute significantly by expanding its academic programs related to arts education. Kevin M. Kane from UCLA highlighted ongoing efforts within their VAPAE program to support students interested in teaching artistry.

The report calls for enhanced oversight and transparency regarding fund usage under Proposition 28. A key recommendation is establishing a statewide oversight committee comprising various stakeholders to ensure accountability.
