City of Santa Monica Supports over 600 Households Impacted by COVID-19 with Rent Relief
The City of Santa Monica’s thirty-first emergency supplement signed today extends the City’s local emergency orders, with specified exemptions, to January 31, 2021, and extends the City’s moratorium on residential evictions for reasons other than nonpayment of rent to March 31, 2021. The supplement comes as COVID-19 continues to surge across the Southland, stretching hospitals beyond their capacity and daily infection rates break records. Governor Gavin Newsom and Los Angeles County are anticipated to extend current safer at home orders into January to slow the surge.
"As we walk together through these darkest days of the pandemic, we continue to align Santa Monica’s emergency provisions to those of the State and County and to extend local protections to Santa Monicans impacted by this deadly virus,” said Interim City Manager Lane Dilg. “We also want to remind the community to please not gather and find safe ways to celebrate the season at home with the members of your household.”
To continue to protect residents from losing their housing due to the effects of a COVID-19 impact, the thirty-first supplement does the following:
- Extends the moratorium on evictions of residential tenants for reasons other than non-payment of rent through March 31, 2021. State law currently imposes a moratorium on residential evictions based on nonpayment of rent, if certain conditions are met, for rent due and unpaid though January 31, 2021; the City anticipates State action may extend this date.
- Requires landlords to report efforts to evict residential tenants by emailing the City Attorney’s Office at EMReports@smgov.net unredacted copies of any notices provided in an effort to evict, including any termination notice (for example, the 15-day notice required by the COVID-19 Tenant Relief Act of 2020) or a Summons and Complaint for Unlawful Detainer, within two days of serving any such notice on a tenant.
- The suspension of preferential parking enforcement in all zones other than zone 3 is extended only through January 3, 2021. Enforcement in Zone 3 previously began on May 22, 2020. As a result, enforcement of preferential parking will resume in all blocks in all zones in the City as of 12:01 a.m. January 4, 2021.
- The limitations on and suspensions of conducting meetings of City Boards, Commissions, and other appointed bodies are lifted as of December 31, 2020, with the result that beginning January 1, 2021, meetings may be conducted in accordance with the direction provided by the City Council at its December 15, 2020 meeting.
