A newly introduced bill by Rep. Sydney Kamlager-Dove in the U.S. House is intended to strengthen oversight of human rights abuses committed against women and girls in Afghanistan, the U.S. Congress reports.

H.R.7669 was filed on Feb. 25, 2026, during the 2026 regular session of the 119th Congress. Below is our summary, developed from the original text of the bill, which may provide clarifications of its key points.

Fundamentally, the bill obligates the Secretary of State to deliver a Congressional report within 180 days of enactment, detailing actions taken by the Taliban restricting Afghan women and girls since August 2021. The report must evaluate whether such actions qualify as crimes against humanity, acts of torture under international law, or serious human rights abuses as outlined in U.S. statutes. Named the “Rejecting the Erasure of Afghan Women and Girls Act,” the bill is designed to hold parties accountable and raise the profile of ongoing women’s rights issues in Afghanistan.

The bill has been solely introduced by Rep. Sydney Kamlager-Dove, representing the 37th District of California as a Democrat.

Rep. Kamlager-Dove has brought forward 16 other pieces of legislation since the start of the current session.

Legislation in Congress can be initiated in either the U.S. House or the Senate, except for bills concerning revenue, which must originate in the House. After introduction, measures are referred to a committee for review, hearings, potential amendment and debate before being considered for votes in both chambers. Once both the House and Senate approve the same version, it proceeds to the president for signature or veto. Each Congress sits for two-year periods, known as terms, and official records on bills are maintained by Congress.gov.

Sydney Kamlager-Dove is currently a Representative from California. She previously served in the California Assembly from 2018 to 2021 and in the California Senate from 2021 to 2022. First elected to the 118th Congress as a Democrat, she has been in office since Jan. 3, 2023.

Kamlager-Dove attended Saint Ignatius College Prep in Chicago, earned a bachelor’s degree from the University of Southern California in 1994, and received a master’s from Carnegie Mellon University in 1996. Her experience also includes nonprofit leadership and work as a division manager, as well as staff roles for California assembly member Holly Mitchell from 2010 to 2013 and for state senator Holly Mitchell from 2013 to 2018.
