At least $17,851 in Medicaid claims was paid out in Culver City for services with HCPCS codes categorically linked to COVID-19 in 2024, as indicated by the U.S. Department of Health and Human Services Medicaid Provider Spending database.

Medicaid, a key public health insurance program, is administered by state governments and funded through a combination of federal and state resources. It delivers health coverage for low-income individuals and families, seniors, children, and people with disabilities, and stands as one of the largest contributors to the national health care system.

Because taxpayer resources support Medicaid payments, variations in local billing spotlight how a community’s public health care funds are distributed.

This report used HCPCS codes labeled or defined as “COVID-19” or “coronavirus”-related in their billing description or reference guides to identify virus-related care. The totals exclusively capture services explicitly coded as COVID-19 and do not reflect related care billed with broader or alternate service codes.

For context, San Jose reported the state’s highest Medicaid total tied to COVID-19 in 2024, at $5,601,479.

Records show that Endure Urgent Care was Culver City’s sole provider making Medicaid claims for COVID-19–coded services during 2024.

Overall Medicaid claims across other service categories grew by $6,958,270 from 2020 to 2024, a 22.9% rise.

In the period covering the two years prior to the pandemic, the average annual Medicaid payout in Culver City was $21,393,810.

Centers for Medicare & Medicaid Services reports indicate that joint Medicaid expenditures reached approximately $871.7 billion in fiscal year 2023. This accounted for around 18% of overall U.S. health care spending, up from $613.5 billion in 2019 before the pandemic.

This increase represents nearly 40% growth over a few years, attributed mainly to higher program enrollment and greater service usage both during and after the pandemic.

Recent federal budget measures under the Trump administration featured proposals to scale back federal Medicaid support and alter the program structure. The “One Big Beautiful Bill Act,” enacted in 2025, is set to reduce federal Medicaid spending by more than $1 trillion over the forthcoming decade and introduces adjustments like work requirements and greater cost-sharing, which could cut coverage for some recipients. These measures are projected to transition more financial responsibility to the states and may limit future growth of federal Medicaid contributions even as enrollment continues at high levels.
